Transfer call to outside number

I've got a bit of an issue and it's probably a missed config on my side but i wondering if anyone can point me in the right direction.

Scenario: Inbound call from an external PSTN number to a DID in a TL Multi Tenant > call is sent to an Extension and answered by the user > the user then wants to transfer the call to an outside number (using yealnk t48's) > user hits Transfer and then dials the number but gets busy tone.

The users can transfer calls to other extensions though.

I've taken a look at a capture and TL is sending back a 486 busy here to the users extension.

Is there some config i cant look at to change this behaviour, either on the trunk for this tenant or the extensions itself?

Can the caller dial out to the number using the EXACT same dial pattern they use when attempting to transfer the call?

Verify that there is an outbound route for that exact pattern the user is attempting to use to transfer the call to the external user.

Ahhhh, good point.

There is outbound pattern routes for the most common number formats here in Aust but i'll check on what the pattern is when the forward is being used.
