Transfer blocked calls through an unblocked extension

Hi, we received this request from a client:

Is it possible to Programme the system that my extension (1215) does not receive direct calls except from the extension range of 1214-1221. All other calls must go through extension 1214 first?

Using the user portal, I can block all the calls except those he wants to go through.
But how do I get ext 1214 to be able to transfer calls?

I guess it will have to forward using ext 1214's caller id, but I don't know where to set it to do that? If it is possible?

I found a way to do it by using assisted transfer, but it would be easier for the client to be able to do it using blind transfer

that kinda defeats the purpose doent it? a blind transfer is essentially a direct call from point a to point c. If your blocking based on callerid then you blocked..... based on callerid.
