I'm trying to get this script working for international calls and have some questions. It appears to be working although it is confusing in its prompts and watching the asterisk logs working the script, I can't tell whether it is working or not.

THe problem is the prompts the script reads:

It asks for "access code followed by #"
then "password"

I have tried using the ext number for access code and PIN for password and it does come back with thank you.

Can anyone explain what the system is expecting by these two prompts in order to continue the dialplan?

I'm trhying to call an international number which is not restricted by our upstream (to my knowledge) but the dialing ends in a busy, with a prompt just before the busy that says something like "your provider has restricted your calls..."

I have a call into my provider.

The dialplan in the GUI does have "restriced" on the international provided dialplan, and the extesnion being used is configured to "allow calling all numbers".

Any suggestions or answers to the prompts questions above?

Looking at the script, you are entering the expected values (Extension and then VM PIN). Double check the strip and prepend values you have on the dial rule to make sure the number sent to your carrier matches the format they want. Also, check your call logs and see what reject you are getting from your carrier.
