by passing voice mail greeting

We have a customer that wants the ability to by pass the employee's voice mail greeting by hitting a key like it works on cell phones..

you dial an users extension, they don't answer the voice mail greeting plays you hit 1 and the greeting stops and you get the beep to start recoding the message..

how can this be done..?

when I hit the '#' sign it skips the greeting for me
