Business STE new install.
I cannot seem to find the bulk DID uploader function like the older MTE versions had.
Am I missing it or is it not included in the newer STE interface?

There is no need for DID uploader in STE, it assumes that if you are creating an inbound route and specifying a DID that DID exists.
if you are using bulk generator to create user extensions, and you want to associate DIDs with extensions you can enter the DIDs for each extension (or use CSV upload alltogether) and inbound routes will be generated automatically.
