10-Digit Inbound Caller ID Blocked // Kamailio?

Asterisk 18.4.0
Configuration Manager 11.2.1.32
Centos 7 build

I have two trunks being passed to the new Asterisk box. I wasnt able to get inbound calls to work from one trunk. After a bunch of testing it appears when the caller ID from the calling party is 10-digits ( NXXNXXXXXX ) the caller receives a busy tone. It may or may not process the first line in from-outside context. It also always does hit the box because I am running sngrep so I know its not a firewall type issue.

When I switch the source caller ID to 11-digits, I always make it through ( or my testing has not hit a busy as of yet )

When it fails, I also get this in the kamailio.log
ERROR: sl [sl_funcs.c:414]: sl_reply_error(): stateless error reply used: I'm terribly sorry, server error occurred (1/SL)

Is there a flag somewhere that I can adjust to allow 10 and 11 digit calling to come into the box?

This is occurring before hitting the [from-outside-fixinbound] context so I cannot manipulate from the Dialplan ( as stated earlier as it may or may not hit the from-outside:1 context )
