Today I had a tenants outbound routes completely disappear. I tried to manually add them and when webmin reloaded the changes did not save. I went into outbound.include and copied routes from another tenant exactly and the changes showed in webmin but as soon as I switch to another tenant and then back, all the routes disappear again.
A few notes:
The tenant has a pretty similar name to another tenant. For instance ABC would be one company and ABCRES is the other company. Is this the issue?

Ok I resolved the issue by manually separating the two similar tenants by another tenant. By putting the routes of xxx company between ABC and ABCRES it now saves and works just fine. So my outbound.include entry for these would be like:
OUTBOUND-ABC
OUTBOUND-XXX
OUTBOUND-ABCRES
Instead of...
OUTBOUND-ABC
OUTBOUND-ABCRES
OUTBOUND-XXX
